The Medical Association of Cadiz claims that the right to health protection of refugees should be effectively guarantees recalling that Law 12/2009, that regulate the right to asylum in Spain, in its Article 18 recognises the right to healthcare and the Royal Decree 1192/2012 in their fourth and fifth provisions establishes that health and medical care will be provided to applicants for international protection.

In a statement, the Cadiz Medical Association argues that before the "severe crisis of refugees" arriving in Spain "fleeing from a violent regime implemented in their countries of origin", and once the Member States have agreed quotas to host them "it is time to claim a genuine commitment to the right to health that protects them legally and humanely".

To achieve the right to health, the association highlights that it must be provided "under conditions of equality with other beneficiaries of health services and sufficient resources, among which should be available with adequate funding". In this sense, it argues that guarantee universal coverage of health of refugees must provide "full access to health care, including diagnostics, treatment and prevention of diseases."
